Governance and law:


The British Council's work in Governance is handled by the following people, who would be pleased to answer any questions you have on The Council's work in the subject in general, and their specialisms in particular. Please note that we do not handle scholarships, advise on placement of overseas students, or management of overseas students. Please refer to our educational Counselling Service site for such advice. Our country offices handle scholarships.

Photograph David Watson is Director, Governance, and responsible for advising our country directors on programme content and possible new initiatives. He also keeps in touch with academic, consulting, and 'practitioner' institutions (eg central and local government agencies), regarding innovations, impact of reform, and other information potentially useful for countries in which the Council works.

Photograph Sital Dhillon is consultant, Law. He is responsible for all The Council's law-related activities in education and training, and in providing programme advice to country directors. Like David Watson, he works to country directors on the one hand, and the UK legal institutions on the other. As can be seen in the Law strategy, and our description of The Council's work in the Law, our programmes encompass both formal legal institutions, and coverage of access to information and rights issues.
