Governance involves more than formal branches of 'government' (the judiciary, legislature and executive). It also includes mainstreaming gender equality, citizenship, the accountability and transparency of executive actions, issues relating to law and human rights and the promotion of civil society institutions.

Governance is not just a matter of economic development, but a matter of human beings - their lives and aspirations.

Governments need to become more caring, more compassionate and more responsive to the concerns of those sections of society previously removed from it.
